Your Excellency,
I have the honour to acknowledge receipt of Your
Excellency's despatch No.847/1917 of 6th May, 1918, in which
it is suggested that the measurement of all ships for
purposes of Emigrant licences should in future be conducted
by the Goverment Marine Surveyor at Hongkong.
From reports which I have received from His
Majesty's Consuls at Amoy and Swatow it appears to me that the
practice of obtaining in respect of the Certificates of
admeasurement issued by the Government surveyors at those
ports does not conflict with the requirements of the Asiatic
Emigration Ordinance 1915. Moreover the suggested arrangement
would in my opinion be likely to have a prejudicial effect on
British shipping interests.
After careful consideration therefore I am disposed
to think that so long as the provisions of the above
Ordinance and of the Merchanus Shipping Ordinance 1899
are complied with, the course proposed by Your Excellency
would appear to be inexpedient.
I regret the length of time that has elapsed in
replying to your despatch, which has been due to the necessity
of calling for reports from His Majesty's Consuls on the
system of forge at these porte.
